The statistics are clear: new drivers have considerably more accidents than experienced ones.
The most critical moments are the first months after the test, weekend nights and journeys with passengers of the same age. It is not a question of skill at the wheel, but of experience in spotting hazards and of willingness to take risks.

An example: rain (environment) lengthens the braking distance (vehicle) and demands more concentration (driver). If you are tired as well, all three factors deteriorate at once.
